Venturing onto the road continues to be one of the most risky activities we all engage in during our daily lives. In the EU 25, nearly 50,000 lives are lost annually due to road accidents, while approximately 2.5 million injuries occur. Vulnerable road users are those unprotected by an outside shield, and in particular, children, the elderly, persons with disabilities, cyclists, skaters, and pedestrians. These risk groups deserve to be better represented in current actions for road safety.
In addition, traffic accident statistics as presented in the European Commission’s Community Road Accident Database (CARE) concentrate on vehicle crashes registered by police reports. Most injuries such as falls of pedestrians or collisions between non-motorised road users are not reported in these systems. The EU Injury Database (IDB) shows that vulnerable road users have more injuries than all motorised road users and they are often fatal.
